Under the direction of the Assistant Executive Officer, the Air Pollution Specialist (APS) will Coordinate within CARB and with external governmental agencies to implement and promote CARBs environmental justice program efforts. Efficiently and effectively coordinate EJ efforts and programs across divisions and clearly communicate program status and outcomes internally and externally. Work independently and in teams to establish policies, procedures, and tools, based on scientific and technical analysis, that will help prioritize EJ principles and ensure program information and project data are transparent, accurate, and easily understood. Provide specialized air pollution expertise in project planning and the determination of the scope of available solutions and the associated regulatory requirements involving control system instrumentation, tests, and methods for community air monitoring and direct air pollution reductions . The APS will also attend and participate in Board meetings and legislative hearings, public meetings, and in-person meetings on EJ and division-wide issues. The APS will work with divisions to ensure EJ priorities are considered and addressed, to fullest extent possible, during development and implementation, amendments, reporting and tracking of EJs efforts. Develop and deliver boardwide training to better integrate EJ considerations into ARB communications, regulatory prioritization, regulatory development and implementation efforts, and other appropriate duties, as required. Form and maintain effective relationships with EJ stakeholders, and enhance communication between external EJ stakeholders and ARB program staff.
